Live Oak CCS HUB

Meeting the needs of carbon emitters in the Capital Region through carbon capture and sequestration.

Carbon Capture & Storage Development

The Live Oak CCS Hub is a carbon capture and storage (CCS) project proposed for West Baton Rouge and Iberville Parishes. As envisioned, this project will help manufacturers, industrial processors and power generating facilities meet growing environmental requirements and climate mandates in a cost-effective, responsible manner. The Live Oak CCS Hub will safely transport and permanently store carbon dioxide (CO2) captured from these facilities deep underground, rather than release into the air. The project also holds the potential to attract new business to the region.

Currently, representatives are talking with local landowners about leasing opportunities and with businesses in the region about their carbon reduction challenges. As part of the process, the Live Oak CCS Hub team has submitted a Class VI application to the Louisiana Department of Energy and Natural Resources (DENR).

The Live Oak CCS Hub is being advanced by Tenaska Development.

What is Carbon Capture and Storage?

capture

CO2 is captured at the point of emission, such as ethanol plants, agribusiness, natural gas processing plants, steel processing and other facilities, or through direct air capture, rather than being released into the atmosphere. The CO2 is then processed and compressed into a liquid.

Transportation

The captured CO2 is liquefied and transported. A high-strength carbon steel pipeline system safely delivers the liquefied CO2 to a storage site. After storage, the CO2 then naturally mineralizes and dissolves over time.

storage

The liquefied CO2 is injected deep underground, where it is stored in porous rock and sealed beneath a thick layer of impermeable cap rock. The CO2 then naturally mineralizes and dissolves over time.

Economic Impact Analysis of the Live Oak CCS Hub

The Live Oak CCS Hub is expected to bring significant economic benefits during construction and operation. According to an economic impact study conducted by Loren C. Scott & Associates, the project would yield:

Regional Impacts

Construction (3 Years)

  • $690.6 million in new sales
  • $67.2 million in new earnings
  • Average of 332 new jobs per year
  • $11.6 million new local tax revenue

Operation (Each Year)

  • $13.4 million in new sales
  • $2.6 million in new earnings
  • 47 new jobs
  • Up to $9.5 million in new local tax revenue

State Impacts

Construction (3 Years)

  • $1 billion in new sales
  • $344.8 million in new earnings
  • Average of 1,838 new jobs per year
  • $33.7 million in new tax revenue

Operation (Each Year)

  • $36.5 million in new sales
  • $12.3 million in new earnings
  • 224 new jobs
  • $4.1 million in new tax revenue

Notes:

  • New sales is the gross revenue.
  • New earnings is the net income, a smaller portion of the sales figure due to the costs of producing and delivering the goods or services, taxes, and operational expenses.
  • These are direct, indirect, and induced benefits.
